Kresge Mayor's Fellows

The Kresge Mayor’s Fellows are addressing cross-departmental challenges and opportunities from the City of Detroit Mayor’s Office to advance quality of life for and with Detroiters while building capacity for the administration. This new initiative, launched in August 2015, is a partnership with The Kresge Foundation and the Office of Mayor Mike Duggan.  The Mayor's Fellows were selected competitively from the first two cohorts of Detroit Revitalization Fellows.


Diana Flora, Director of Strategy Development

Detroit Police Department 

Diana has a passion for data-driven strategies that inform solutions for community and economic development. Originally from Bay City, Michigan, Diana has a dual master's degree in public policy and urban planning from the University of Michigan. As a 2013-15 Detroit Revitalization Fellow, Diana served as a Project Manager at Data Driven Detroit. She supervised and monitored projects, ensuring that D3 designed high-quality products that deliver value to their partners. Most notably, Diana managed the high-profile Motor City Mapping project, which brought together stakeholders from the nonprofit and private sectors, as well as every level of government, to develop the most comprehensive property database ever created for Detroit. She is an advocate for the public sector and the important role it plays in people's lives.


 Jerrell Harris, Director of Restructuring & Transformation

Mayor’s Office

Jerrell took a non-linear path to the fellowship and his position at the Mayor's office. He started his career at universities in student affairs, transitioned to urban planning in local governments, moved to private real estate development, and then to affordable housing development. Originally from Albany, Georgia, he received his bachelor's in Sociology from Georgia State University as well as a masters in Urban Policy Studies. In 2013, Jerrell moved to Detroit to be  Revitalization Fellow at Focus: HOPE. As Placemaking and Planning Manager, he worked with neighborhood residents and stakeholders to create a comprehensive vision for physical redevelopment in the HOPE Village area while developing innovative placemaking strategies to encourage housing rehabilitation and new construction. A knack for removing barriers and eliminating inefficiencies makes Jerrell a natural community development advocate. He is a strong believer that where and how you live are huge determinants to the success of individuals and communities as a whole. For fun, Jerrell enjoys traveling and being an active member of his fraternity Alpha Pi Alpha. His goal is to visit  6 of the 7 continents as soon as possible.


Jeanet Kulcsar, Director of Strategy

Office of Chief of Staff to the Chief Financial Officer 

Jeanet was born and raised in St. Clair, Michigan. Jeanet has been  working in the economic development field for the past 10 years in a variety of roles both within government and in the private sector as a consultant. She obtained a bachelor's degree in Economics from Eastern Michigan University and a master's of Public Administration from California State University. She returned to Michigan in 2011 to be a Cohort I Detroit Revitalization Fellow. As a Fellow, Jeanet was a Program Manager at Invest Detroit. Most recently, she served as an Assistant Director  at the Michigan Department of Treasury managing transactions which were financed through the Michigan Finance Authority, as well as managing financially distressed school districts under state oversight. Jeanet is passionate about metrics and working as a part of a team to identify strategies and improving effective practices. In her spare time, she enjoys spending quality time with family and friends.
